This method worked for me. It appears it is down to changing the "Set launch options" in the properties window. I'm using Windows 10 also. 1. Left click on the game in your Steam games menu. 2. Go to the properties screen. 3. Go to "Set launch options".

I saw scripthookv for drug wars update was released and i downloaded it but when i came to play, the game was stucked on loading screen and this is not normal cuz i installed gta 5 on NVMe SSD and during the rets of the time it loads in like 15 seconds and now it just wont and all my mods are up to date. Wait 10-15 seconds. Press the power button to power the route on. Wait for the lights on the router to stabilize. Connect to GTA Online. 2. Check for character specific problem. The loading problem may be specific to a particular character. Try switching to different character and load the game. 1) Start the game. 2) Click play under the ballad of gay tony. 3) At the bottom a set of options will come like start , options , live , etc. 4) Go to options And click the graphics tab. 5) lower your graphic levels as low as you can .
